CORPS OF ENGINEERS’ LOCAL FLOOD PROTECTION PROJECT INSPECTIONS

The Army Corps of Engineers inspects these projects on a regular basis and suggests that repairs be made as needed.

12/15/00 Good Condition w/pumping capacity problems Pumping capacity has been reduced by more than 40% because two were damaged and off-line. Both are being overhauled and should be back in operation soon. Silt is building up in Meadow Hill holding Pond and has reduced station's runoff retention capacity to the extent that present pumping capacity may no longer be adequate for more extreme events.

Pleased to know that proposed major rehab of the dike system is proceeding and is in review stage at CT DEP. Encouraged to hear that roughly $6.5M will be used to address broad range of repairs of project components. This sort of aggressive and on-going commitment of funds and personnel will be required to maintain its high state of readiness, as this project ages

Good Condition

Removal of trees and brush from toes of the Springdale Dike is a positive step. Increased efforts are necessary to control woody growth along the river side of the floodwalls and both sides of the canals to minimize threat of piping and structural damage and to provide unobstructed access to the structures. Herbicide treatment of vegetation and/or stumps is recommended to kill vegetation. Pleased to note that the second power cable has been installed between Pump Stations 2 and 3 replacing the one that was taken out of service during construction of the new bridge between Holyoke and South Hadley Falls. DPW must insure that all closure structure components are on hand and readily available for periodic inspection and installation when necessary. DPW should insure sufficient training is provided for its personnel to install closure structures efficiently and effectively. It's best that each closure structure is installed at least once during a 3-year period, as required in the Operation and Maintenance Manual for the Flood Protective Works, Holyoke, MA.

10/12/05 Generally Good condition Project is in generally good condition and Mr. Hamel and staff continue to maintain many project features in outstanding fashion, particularly pumping stations. Pleased to note that interior of Broadcast St. Station has been renovated. Additional emphasis is needed: control of undesirable vegetation throughout project. STRONGLY recommend resumption of annual cutting/treatment program for reasons of public safety and long-term cost savings. Emphasis should be placed on Connecticut River Dike north of the Nash Field Station and other areas. Maintenance of dikes and floodwalls, - repair eroded areas, seal floodwall construction joints, etc.; modification of Railroad bed and tracks at the stop log closure structure adjacent to Broadcast Center (formerly Bertha Avenue) to make it easier to install stop log structure.

Very Good Condition

Pumping station retains most of the original equipment and is in fine working order. Vegetation control regimen has been quite effective. Deficiencies should be addressed at the earliest opportunity –vegetated shoal downstream of West Street Bridge should be removed, as noted in previous reports. City should obtain all necessary local, state and federal permits prior to any in-water or wetlands work; divers should inspect, adjust and/or repair the gravity and wet well intake gates at the Northampton Pumping Station.

10/19/05 Satisfactory Pleased to note new roof, commercial electric service, emergency power circuit and new heating system installed in Clinton St. Pumping Station. New emergency power circuits were also installed at Phelps St. and Union St. Stations. Control of undesirable vegetation along floodwall from southern end north of the Memorial Bridge and on the riverside toe of Springfield Dike is necessary. General cleanup and repainting of Clinton St. and Union St. should be accomplished. Concrete and masonry exterior of Washburn Pumping Station should be repaired. Construction joints in all floodwalls should be sealed and cracks and spalls repaired. Commission should provide semi-annual reports in February and August, summarizing operation and maintenance activities during the preceding period.

Generally Good Condition

Excessive vegetative growth continues to be a problem on the riverside portion of the dikes and floodwalls, particularly along Riverdale St. near the Warren Street Pump Station and north of the North End Bridge . This vegetation may damage the clopes as expanding root systems displace the riprap protective cover and create seepage pathways. City's renewed vegetative control program has shown to be very effective when herbicide treatment is accomplished in conjunction with cutting and removal of vegetation. A significant portion of the West Springfield Dike (Westfield River) at the upstream end adjacent to River Street appears to have been removed to increase the parking area at the Bart Truck Equipment Co. Approx. 2-3 feet of the dike crest has been removed, virtually eliminating available freeboard, resulting in the possibility of the dike being overtopped during a severe storm. This encroachment should be resolved and the altered portion of the dike should be restored to the original specs ASAP. The City and COE should allow no additional encroachments of project features without a thorough review and approval. Necessary repairs to the interior and exterior of the Circuit Avenue, Riverdale, Wayside Avenue and Warren Street Pumping stations should be completed.

Fair Condition

Vegetation on riverside portion should be cut again. Herbicide treatment of stumps is recommended. Turf slope should be mown. Discharge culverts that pass through south end are badly deteriorated, probably no longer functional and should be repaired or replaced. Chairman of Westfield Flood Control Commission should make inquiries w/MA Highway and MA DEP to see what measures were taken to protect new bridge and viaduct from erosion.

Fair condition.

Undesirable woody vegetation should be cut and removed from upstream of the railroad bridge. Herbicide treatment in accordance w/state regulations, along w/cutting program is recommended to control vegetation growth along the project. Next inspection is scheduled for Fall, 2006.

Aside from woody vegetation, the overall condition of the dike appears satisfactory.

All woody vegetation should be removed asap. Coos County should monitor this site periodically and remove all woody vegetation that reappears. The vegetation needs to be removed from center part of the dike where the river bends. Structural integrity of the dike depends on this vegetation being removed.

Condition is good; what vegetation that's growing should be removed. A building on site used as a fire station and town offices continues to deteriorate, with all kinds of cracking and separating.

Given the ongoing deterioration occurring to the building and the accelerating pace at which it is happening, it is recommended that the site be examined and repairs made before more serious building damage occurs.

The riprap slope along the riverbank is being overgrown with willow and other woody plants and brush. There is no sign of erosion since the last inspection.

Recommend removal of woody vegetation along the riprap slope.

Projects appear to be in good working condition, capable of fulfilling their intended functions.

All obstructions in the Ashuelot River need to be removed as weather conditions permit. A beaver dam north of the concrete dam should be removed before any water storage is compromised. Vegetation growing on riprap along the dike, as well as the west side of the dam should be cut, as well as on the east side, north of the dam. Concrete structures are in good condition. Continue to cut on a yearly basis along the areas north of Water St., south of Water to Marboro St., and stretching south of Baker St.
